UPSC CSE 2025: Key Changes and New Rules You Need to Know

The UPSC Civil Services Examination (CSE) is one of the most prestigious and competitive exams in India, drawing thousands of aspirants every year. With the 2025 examination on the horizon, UPSC has introduced significant changes to the application process and guidelines to make it more efficient, transparent, and user-friendly. These updates aim to address challenges faced by candidates in the past while ensuring a seamless and inclusive experience for all. If you're planning to appear for UPSC CSE 2025, it's crucial to understand these changes to avoid any last-minute surprises. Let’s explore what’s new in this year’s application process and the reasons behind these updates.

Changes in UPSC 2025 Application Procedure

The Union Public Service Commission (UPSC) has recently issued a notification for the Civil Services Examination 2025, announcing a total of 979 vacancies. Among these, 38 posts have been reserved for Divyang candidates. Notably, this is the lowest number of vacancies in the past four years. Additionally, UPSC has introduced several changes to the examination process this year. Applicants are now required to provide necessary information and submit supporting documents for various claims, such as date of birth, category (SC/ST/OBC/EWS/PwBD/Ex-Serviceman Certificate), educational qualifications, and service preferences. The commission has also clarified in the official notification that failure to upload the required documents with the online application will result in the cancellation of the candidate's application.

The online submission of the following documents has been made mandatory for aspirants at the Union Public Service Commission (UPSC)

  • Educational certificates
  • Caste certificates
  • Physical disability certificates

Reasons for Changes in the UPSC Application Guidelines

The changes have been made in the UPSC Application 2025 guideline because of the case of Puja Khedkar, a former Indian Administrative Service (IAS) who allegedly identity documents, misrepresented facts, and falsified information to secure extra attempts in the UPSC CSE 2022. She is also accused of submitting a fake person with a Benchmark Disability (PwBD) certificate to claim reservation benefits, and with the help of this, she managed to bypass UPSC’s regulations, appearing for the exam 12 times instead of the permitted 9 attempts. This case came to light in June Last year while she was undergoing field training in Pune. She was later removed from service, and is facing criminal charges, and is currently out on bail.
